The problem is usually related to a capping limit introduced at the request of your dean's office.

Due to external requirements, the maximum number of semester hours per week (SWS) that can be recorded in the system is currently capped at 200 percent of the target value.

Example: with a teaching obligation of e.g. 9 SWS, a maximum of 18 SWS can be recorded.
